WILLIAMSBURG, March 19, 1779.
We hear from Philadelphia that it was reported there, and firmly believed to come from good authority, that the Burgher-Masters of Amsterdam have publickly acknowledged the independency of the American States; and that the Empress of Russia had absolutely refused every kind of assistance to his Brittannick Majesty.
