In the spring of 1777, the Continental Congress felt it was safe enough to reconvene in Philadelphia. Meeting throughout the summer, the delegates, concerned themselves with winning the war. They were forced to flee, however, before a rapidly approaching force of enemy soldiers, this time to Lancaster County, Pennsylvania. Special arangements were made by the Army to transport the papers of Congress.
