James Mercer’s account submitted to the Treasurer of Virginia for traveling to and from the the Continental Congress and for his service in that body from September 9 to October 31, 1779.

James Mercer was a graduate of the College of William and Mary (1755), captain during the French and Indian War, and member of the House of Burgesses. He was a member of Virginia’s Constitutional Convention (1776), Committee of Safety and delegate to the Continental Congress, 1779–1780. After the war, Mercer served as a judge of the Court of Appeals from 1789 until his death in 1793.
